When a proposition to erect a Breakwater was made to the present Board, I voted for it, and should the opportunity offer would again do bo, thinking as I do that the future of Napier depends upon good accommodation for shipping being found such, as will enable vessels to load and discharge their cargoes in safety alongside of Borne solid permanent work. Having interested myßelf for so long in the improvement of the port, I am desirous of seeing to its termination a work with the initiation of which I was connected. Very much has been said and written about the apparent mistake that has been made in selecting out of two schemes the Bmaller one. 1 was an advocate from the first for a breakwater, but finding that the Government would not sanction the borrowing of the neceßsary funds, I gave my support to the scheme that was adopted on the principle that "half a loaf is better than no bread." j I am, Gentlemen, > Your obedient servant, A.
