Earl Derby's despatch repudiates the argument in the Gortschakoft circular, and declares that the Czar violates the treaties of 1850 and ISGI [1871], and thereby separates from the concert of Powers, and departs from the rule to which he himself consented, and that since Russia assumes to act in the interest of other Powers, England declares that she cannot concur in, nor approve of, the decision of Russia. Russia declines to reply. AUCKLAND, May 9. Arrived— City of Sydney, from Sydney, with eight saloon passengers for Auckland, forty-five for San Francisco, and thirtythree steerage. A discussion on education, at a meeting of the Canterbury and Westland Presbytery last evening, resulted in favor of urging the Presbyterian Assembly to petition the Government for a religious, but unsectarian system of national education. Tambourini, the well-known racehorse, has been shot. He met with an accident some time ago, and lately got so bad that Dan O'Brien was compelled to shoot him. Mr Macandrew has given notice that he will move at the next meeting of the University Council, that competitive designs be invited for new buildings, to cost £20,000 ; also that the sum of £1000 be set aside out of the University funds for the establishment of scholarships. The Mayor of Oamaru (acting in connection with the Mayor of Naseby) has called a public meeting of the residents of the district, to be held on Wednesday evening next, to take steps to promote the construction of a line of railway from Oamaru to Kyeburn. The project is in great favor with the residents of the district. If carried out, the line will open the whole interior of North Otago. Some of the large landholders say they are prepared to give the land through which the line will pass. There are no engineering difficulties. WELLINGTON, May 9. Sailed — Wanaka, for Napier, at noon. Passengers — Misses Cheeseman, and Messrs. Baker, Farron, Isaacs, and Mrs Baker. The New South Wales Government have proposed to the contractors for the San Francisco mail service, on their own behalf and that of New Zealand, to commence the modified service with the outgoing steamer, the contractors to be relieved from calling at Kandavau and New Zealand, the Government undertaking the coastal service at the reduced subsidy of £72,500 ; to be payable— £4o,ooo by New South Wales, and £32,500 by New Zealand. This proposal was made with the distinct reservation that it was only as a temporary measure, and should the New South Wales Parliament refuse to ratify the arrangement, the contractors must fall back upon the original contract, and carry out the service as originally tendered for. The contractors, through their .agents, have accepted these terms, and the outgoing steamer commences the temporary arrangement. BLUFF, May 9. Arrived— Gazelle, s.s., from Auckland Islands ; all well. Captain Gillies reports finding the supposed wreck of the General Grant, after severe exertions and risk, in twelve fathoms water. Diving operations are not yet begun. Mr Stevens and one man remained by the wreck. The steamer returned for coals and provisions. The captain feels confident of getting the gold on his return. Reports that the Gazelle behaved admirably in a gale, experienced since leaving Auckland Islands. (FROM OUK OIVX CORRESPONDENT.) GISBORNE, May 9. The Go-Ahead is now out of clanger. Captain Cooper and Captain Chrisp, the harbor-master, have been working very hard, and at length succeeded to-day in moving her one length further into the river. She can now be itoated with barrels, occ, brought by the Pretty Jane, which arrived at 4 p.m. (I'KOM OUR OWN CORRESPONDENT.) DUNEDIN, May 9. Some time since the prospectus of a company, entitled the Scottish and New Zealand Loan and Mercantile Company, was issued in Invorcargill. A cablegram to the local provisional board of directors stales that shares arc being freely subscribed for in London, and it is understood the concern has been successful. A permanent board of directors in New Zealand has been elected, composed of Invcrcargill men, and it is intended to have local agencies in the chief towns of the colony. Those concerned in iloating the company are jubilant at their success. The Corporation property leases in Princes-street South, having a depth of only 74 feet, were sold to-day at SJ3 and £4 per foot frontage per annum. It is reported that Mr W. J. Clarke has ottered, or intends to offer, the Moa Flat station as a compromise to Messrs Chalmers Brothers.
