The Times of March 9, the last date to hand, says — " The condition of Europe is such that Avar between Russia and Turkey would be almost certainly fatal to the equilibrium of the whole system, and hence the feverish anxiety with which the settlement of the existing disputes is pursued in more than one Continental capital." The remarks probably point most directly to Paris and Berlin. The German Government by their recent proceedings in Alsace and Lorraine have raised the warlike feeling in France again to fever heat. Germany, it is generally hold, must interpose in the Tuveo-Rus-sian struggle, if Russia's encroachments go the length of annexing territory which would place the command of the mouth of the Danube in her hands, and will, no doubt, interpose ere it is too late, if she sees a probability of their going this length. As certainly as she does so, she may look for an invasion or an attempt at an invasion of her western frontier on the part of France. The cable telegrams in another column intimate that such a contingency is now anticipated as almost inevitable by the highest military authorities in Berlin."
