London, March 3. The Porte intends to invite England to consent to the immediate return of her Ambassador to Constantinople, and tlms ! set an example to the other powers in this i respect. Prussia is endeavoring to obtain concessions in Constantinople in return for her I pecuniary assistance. The whaling steamer Switzbergen was lost near Bergen, with all hands, numbering twenty-one persons. j An understanding was come to between Turkey and Servia on February 20. It was that the Turks evacuate Servia within twelve days after signing the pro- | tocol. Austria will concentrate an army corps j on the Servian frontier effectually to guarantee the neutrality of Sei-via. ' The Porte's note to Servia will treat of four points : — Erection of new fortifications in Servia ; hoisting the Ottoman's flag side by side with the Servian on the existing forts ; recognition of equal rights of Jews and Christians ; and the preventing of armed bands from crossing the frontier. ' Several agitators have been shot in the interior of Servia. Prince Peter, the Grand Duke of Oldenburg, has by special commission of the Czar, intimated to the Emperors of Germany and Austria, the Czar's desire to meet them again. Cheokel Pasha, of atrocities notoriety, has been appointed to the command of an army corps on the Danube. A Berlin despatch says it is stated in diplomatic quarters tliat the powers have already confidentially communicated to Russia the substance of the replies they intend to make to Prince Gortschakoff's circular. All have agreed not to interfere until the Porte has proved himself incapable of carrying through his promised reforms, j Eight thousand military Engineers are changing the Roumanian railways to that of Russian roads.
