The English Cabinet have under consideration a proposal by Russia, which is to the effect, that if the European Powers will sign a protocol urging the Conference programme, Russia will act with them aad demobilise her army. Lord Derby promises an early decision. March 14. It is reported that Lord Derby has replied to the proposalof Russia that England accepts the principle of the proposal, but amends the protocol to the extent of avoiding phrases which would bind her future action. Peace is restored in the Transvaal Ropublic. SYDNEY, March 17. There is nothing authentic as to the new Ministry. MELBOURNE, March 17. The Collector of Customs subsequently took proceedings against the purchaser and against the captain. This morning the captain pleaded guilty to the charge and was fined £25. There was another charge against him about the same matter, but it was withdrawn. The purchaser of the harmonium, whose name is Gouk, also pleaded guilty and was likewise fined £25. The merchants of the city have raised a subscription to pay Captain Moffat's penalty, believing the case one of hardship, the Customi 1 officer being present when the harmonium was landed, and no attempt made at concealment. In deciding a demurrer by plaintiff to defendant's pleas in the case of the Fever Hospital, Judge Williams said : — •' What we have to decide is whether the powers given by the Public Health Act to local Boards of Health would enable them to divert the land held in another capacity from, the purpose to which it has been devoted — to divert it, not temporarily but permanently. I have no hesitation in holding that the Public Health Act gives no power of the kind, As to the remedy being by prohibition, the local Board of Health being alleged to be a judicial body, I am of opinion that that it is not the case. The local Board of Health is an administrative body, and if it was a judicial body the Act now complained of is an administrative Act. For these reasons, I think, the demurrer should be allowed with costs." Leave was givea to amend the pleas. The following is the approximate yield for Otago for 1877 :— Wheat, 1,163,742 bushels ; oats, 2,214,475 bushels : barley, 224,075 bushels; potatoes, 23,477 tons. There are thirteen prisoners for trial at the criminal sittings of the Supreme Court, on the 4th April. The offences are not of a serious character.
