The report that the Emperor Maximilian has left the City of Mexico never to return, gains strength. There is in Paris a great and general feeling of irritation on account of tlao pesmteftt stance of the government as'tothe affairs of Mexico, Late telegraphic news Is very perplexing* one telegram stating that the Emperor Maximilian had left 'Vera Cruz to return to his capital, immediately followed, by another announcing that his Majesty had left Mexican soil and was on his way to Havanna. The general belief is that the Emperor is on his way tc Europe, and one private letter has been received, which says he left St. Thomas in the Eoyai Mail steamer on the 17th ult., arrived at Southampton on the Ist, but this is manifestly incorrect, inasmuch as no such personage is on board.

The report on the Army Commission has not yet made its appearance in public. It has for some, time been daily expected. The Patrie professes to give some details of the plan proposed, but it is probably no nearer the mark than on former guesses.

The Debate says the precise date on which the French troops are to evacuate Rome is the 12th instant, and that on the 13th not a single French soldier will be left in the Eternal City.
