HAWKE'S BAY HERALD TUESDAY, NOVEMBER 25, 1862.
An Act was passed during the late session of the Assembly, having for its object the appointment of Marine Boards throughout the Colony. A central Board under the provisions of such has lately been gazetted by the Governor j and it rests with the Provincial Council to take measures for the formation of similar bodies for the respective provinces. We think that Napier would be greatly benefitted were the harbour and its concerns placed under the control of an efficient Board. There has hitherto been great mis-management in this respect ; vast sums have been spent upon the harbour without apparent result ; and indeed it is a common saying among nautical men that the "Iron Pot" is much shallower than before dredging operations were thought of. The appointment of such a Board assumes the more importance when we consider that the province possesses a considerable portion of reclaimed land, which, although not at present of great market value, will in course of time form the nucleus of a fund for the prosecution of needful harbour operations. These lands, we presume, will be vested in the Board ; and the public, we think, would have more confidence in their proper administration were they vested in a body composed of men known to have had practical experience. The initiation of a bill with this object will, most probably, be one of the early acts of the new Provincial Council.
