PROVINCIAL COUNCIL. Thtjbsday, Maeoh 20. The Council met at 3 o'clock. Present th« Speaker and all the members. Mr. CoiiBNSO, pursuant to notice, moved, — . That the petition presented and received from th» working men of Napier be then taken into consideration. — These men had hitherto been employed in a .great measure upon Government works. The winter was now coming on, with very little prospect of work for them, and it was right for tha Council, if it could, to do something towards providing employment for this class, many of whom had families depending upon them for support: Mr. Tbiphook seconded the motion, which elicited only a few words of discussion — the feeling being that it could be considered with mora advantage in committee on the estimates. Expenditure in Mohaka District. Mr. Dolbel, pursuant to notice, rose to ask tha Superintendent, — Why an equal share of the revenue of 1881 has not been spent in the Mohaka district, as £1000 was voted last session for the Tauranga road and only £204 has been expended; and whether the Government intend to push on that work more rapidly for the future. — On referring to the published list of expenditurs for public works, he found that some votes had been exceeded and some fully expended, while in other cases only a small proportion had been expended. As an instance of this, not one fourth of the vote for Mohaka had been expended. Tha want of the road to the landing plaoe was a source of great inconvenience to the settlers in that locality. Capt. Cartes said that the Provincial Engineer had found it impossible, before September last, to go to the Mohaka district, for the purpose of laying out the road in question. Contracts were thea taken for part of the work, one of which was now in progress ; and the Provincial Engineer did not think it advisable to call for more till those . already in hand were completed. The member for Mohaka should also remember that a considerable sum had been spent in the neighborhood of Tangoio. ' Salary to Qaol/ress, Dr. Hitohings, pursuant to notice, moved,— That the Superintendent be requested to place a small sum on the estimates (say £25 per annum) for tb* services of Mrs. Hodges, who acts as Gaolress when thor* are female prisoners. ■ — It was a saying in the Vicar of Wakefield that the honest man who married and brought up a large family did more service than he w%o continued single and only talked of population. If so, Mr. and Mrs. Hodges had done good service to the state, for they had already six children, with prospeot of further increase. (Roara of laughter). Those six children were in point of fact state property. With such a family Mr. Hodges found his salary really insufficient to meet his tradesmen's bills. His wife had certain duties to per* form in the gaol, especially when there were female " prisoners, and he thought it only right that 'she should be paid for those services ; otherwise, it had been bis intention to apply for a email increase to the gaoler's own salary. Mr. Dolbexi seconded the motion, which was agreed to» Shakespeare Flat. Mr. Tbiphook, pursuant to notice, moved,— That ths Superintendent be requested to plaoe a sufficient sum on the estimates for filling and reclaiming the Shakespeare flat. .- • ■■'-'- i — He would alter the terms of the motion, so as to make the amount named £1300, the sum placed last year on the estimates for a similar purpose. Mr. Wood seoonded the motion. He thought that this was a good opportunity for considering the petition of the working men of Napier. . Mr. FiTzG-Biuii) woiUd vote- for thdj-niptioni At the same time, it was evident that thaeafciinaW
