"We this morning do what the Government should long since have done — place before the public the Estimates of Revenue and Expenditure for the current year. In having attached blame to the local authorities for withholding these documents from the public, we acted on the assumption (1) that on so vitally important a subject as the public expenditure, every opportunity shoujd be given for the exercise of public opinion — in fact the .Council was prorogued on the understanding that this should be the case ; and (2) that the cost of affording the several constituencies such opportunity should not be thrown exclusively upon the shoulders of one or two newspaper proprietors (whose expenses are already sufficiently heavy) but should be disbursed out of the provincial chest. jLest, however, it might be thought there was some little selfishness in all this, we may add that the "Gazette " is not printed at this office, 'and that the Estimates (in the shape could have been given to the public in the pages of that interesting periodical at a cost of 19s. 6d. ! deserving with the reports of Mr. Gill and Mr! Tiffen, of such publicity as the " Gazette " affords. The truth is, we fear, that the framers of the Estimates hdpe been themselves impressed with the conviction that these will not bear the test of criticism, and would very willingly see them confined to the Council table or to the pockets of members. Of this, however, the electors have now the means of judging 3 and, for the present, we leave the matter in their hands.

Some curiosity having been expressed by the public as to the precise nature of the heavy demand lately made \on the province for interest and sinking j fund on the proportion expended within it of the sum raised for land purchases in the original province of Wellington — a demand which has been 'so summarily enforced and which is likely j to press so heavily on our limited resources, — we subjoin the correspondence on the subject that has passed, between the Superintendent and -the Colonial Secretary. We should be glad if some one conversant with figures could be induced to take the trouble of wading through the mass with which Mr. Fox's letters are accompanied^ with the view of ascertaining how far this weighty claim is founded on justice. We strongly suspect that, should the Fox ministry continue^in office, claims of some kind or other will be advanced upon every occasion — only to cease when the province shall be stripped of its resources and forced to petition for the boon of re-admission to the paternal bosom of Wellington. Sib, — In further continuation of my letter of Bth October, 1861, in reply to yours of 20th August last, on the subject of your request that £2071 Is. 6d. should be paid to the Colonial Sub-Treasurer on account of Interest and Sinking Fund, I trust you will excuse me again asking for some further information; First. — If in the adjustment of the balance of interest of £990 between Wellington and Hawke's Bay shewn on the credit side of the account appended to your letter, " as Wellington one month on £11,000" should not have been £55 instead of £50, as being the sum only chargeable to Wellington, for the interest on £11,000 for 12 months is £660, consequently one month is £55, leaving £935 to be divided between the two provinces, instead of £940 according to the proportion proposed ? For the manner in which this is arrived at I have already in my previous letter asked for information. Second. — How is it that the amount, viz., £49,000, upon which interest is charged and apportioned between Wellington and Hawke's Bay, year ending 30th June, 1860, differs to and is greater than the actual amount expended in land purchases for these provinces up to that period, viz., £46,383 2s. Ud. s as shewn under the head of •* Native Land Purchase, page 7, letter C, No. 1 of appendix to the Journals of House of Eepresentatives for 1860 ?
