Sib,— lt seems that the programme of the Napier Races has been drawn up without sufficient foreBight on the part of the stewards. ... : The Produce and Hawke's Bay Stakes, Ibeing the principal races of the meeting, and those which would probably be contested by the best horses, being both planned for the first day, may prevent horses being entered, or at least brought to the poßt, for both events.
