The Council met in pursuance of proclamation. — Present the Speaker and nine members. The Clerk read the Superintendent's proclamation, and letter to tlie Speaker, announcing the result of the fresh elections. T,.he Superintendent then read his opening address, (as published in full in our last.) "" On the motion of Dr. Hitchings, seconded by Mr. Tucker, its consideration was ordered for the following day. Mr. FitzGerald laid upon the table the following documents: — Circular from Colonial Secretary with reference to the Land Regulations; estimate of income and part of expenditure for 1860 ; letter from the Colonial Secretary on the subject of steam communication, and application from the owners of the " White Swan," upon the same subject. (Copies of all of these appeared in our last.) Also, correspondence between the Auckland General and Provincial Governments regarding the expenses of the Tarawera road, of which, it would appear, the Auckland government had hitherto borne the full expense. Mr. Rhodes moved the suspension of the standing orders, with the view of entering at once upon the discussion of the estimates for harbour improvements. Mr. Tucker thought it would be extremely irregular to go into committee upon a question of so much importance, without even items of the proposed expenditure being in the hands of members. He would move, as an amendment, that the rule be not suspended. The amendment, on a division, was carried by the casting vote of the Speaker. The Speaker said that, when he accepted office at the opening of the Council, he only did so to meet a difficulty. He would now ask the Council to accept his resignation, and to be prepared on the following day to elect his successor. He thanked the Council for the manner in which it had acted with him, making his duties easy and pleasant. He would suggest that some one residing in or near the town should be elected to nil the office. On the motion of Mr. TifFen, the Council then adjourned.
