HAWKE'S BAY.

[From the "Lyttelton Times," Jan. 26.] The new province, from which we have papera dating to Jan.-l, begins to feel the heavy motion, of the political sea into -which she has been lately launched. When full rigged and with all her canvas set, she will suffer harsher struggles with thewaves than now, but she will endure them more ablj and achieve her progress in spite of them. The papers which have come to hand contain little but coi-respondence in the "Open Column" on the subject of Mr. Domett's candidature for the Superintendency; other names are for the nonce dropped out of sight, and the debate grows warm on the qualifications and disqualifying attributes of that well known gentleman. "Were we to judge by the preponderance of writing we should offer Mr. Domett our congratulations at once upon the certainty of his access to the chair of the Hawke's Bay first Government, for his supporters number thrt:& to a single opponent. But the election of a Doge of Venice or a Pope from a College of Cardinals was never more incalculable than is that of a Superintendent by Provincial Councillors who are not yet themselves id esse. Sundry hints are breathed by the contributors to these panegyrics that the several parties of electors, the exercise of their own united choice being taken from them,, will make the name of their favorite the Shibboleth for admittance to' the Council. "Under which King, Bezonian? Speak or die 1" Ten men are to be chosen to enact laws, spend money, and watch the public interests ; not because they have shown a talent for administration ; but for their uncompromisingness of partisanship ! . We would -beg the press and public of Hawke's Bay not to suffer again the expression of an intention like this. The one subject upon which no statement of his intentions should he asked from a candidate on the hustings is the duty which he will have first of all to perform, the chbic3 of his : Superintendent. ' Let the Council be a deliberative assembly, not an electioneering "Caucus," lest it open it 3 proceedings with faction, and tiirn slate* craft into personalities. ' ,
