We have delayed the publication of the Herald till considerably past our usual hour, in hopes that the arrival of the Wonga would enable us to give the highly interesting news of which she is sure to be the bearer. Connected as we are with Wellington, it is lamentable to think that, for a month, we are in possession of no information of what the Council has been doing, or of what has been occurring generally, beyond mere snatches of news conve3'ed by an occasional traveller overland. That connection, so utterly unsuitable in a geographical as in many other points of view, is not likely to be of very long continuance ; but were it so, and were we destined to remain an integral part of the Province of Wellington, we should feel it our duty, on a principle which our Wellington friends have often and loudly proclaimed, to assert an undoubted right on our part to have alternate sittings of the Provincial Council at Napier — the northern capital of the Province. And why not ? The government of the colony must be in a central •place, or it must be peripatetic ; so say our Wellington friends with regard to the one Council, and so might we fairly say with regard to the other.

It is not unlikely that the Henry may have returned to Wellington from the Manakau with a new writ for the Superintendency, and that the steamer's arrival will be the first intimation given us that an election is just at hand. Our representatives will in all probability return by the Wonga, and we think it no more than right that they should be heard before any decision be arrived at by the electors as to their course of procedure.

The steamer has doubtless been detained in port by the southerly "burster" of the past few days, and will make her appearance to-morrow or Monday. Should the news be of that exciting character thAt may be anticipated, we shall issue an "Extra"' in lieu of our next fortnightly extra sheet.
