BERLIN, Sept. 1L The “Tageblatt” declared that Sir Samuel Hoare, in his speech at Geneva, made the rift between England and Italy so deep that even the greatest optimists cannot entertain illusions about the directness of the opXjosition. “The Times” says Sir Samuel Hoare expressed the views not only of the Government, but of the nation, says a London, cable. Passages of his speech .iuely to arouse the most attention referred to raw materials. The fear of a monopoly makes uneven distribution a cause for anxiety in many countries, yet the transference of colonies will not solve the problem any more than the colonisation of tropical territories can possibly accommodate the surplus populations of the European countries concerned. The League, however, offers an opportunity for a scientific examination .and suitable action. Sir Samuel Hoare soberly appealed for the enlightened self interest on which civilisation depends. vV’hat war means is plain from the records of 1914. The world still has freedom to cnoose.
The “Chronicle” states that Sir Samuel Hoare could not liave hinted morq plainly to France that if the Covenant is upheld Franco can look for the fullest assistance of Britain under the Covenant in the event of her security being menaced. On the contrary, if the League collapses Britain is freed from all international obligations and would have to reconsider as an island her attitude to Europe. The “Herald” says that there are strong fears in the city that a steep rise in the Italian bank rate is imminent in consequence of Italy’s financial position daily becoming worse. British circles at Geneva decline to amplify Sir Samuel Hoare s refeience to colonial raw materials, except with regard to it as a basis for a possible conference if the tentative suggestion thrown out will make any appeal to Italy.
