The session of the Canadian; Parliament has just adjourned after three months’ work, during which it lias been wrestling with the new constitutional doctrine. The session was devoted largely to social legislation, including unemployment insurance and provision for an eight-hour day and a six-day week. Previously, isucli questions had been considered within the exclusive jurisdiction of the provinces, and the Opposition insists that they still rest there. The Bennett Government, however, went on enunciating its docti'ine that, by virtue of the Versailles Treaty and the League Covenant, questions involving a labour scheme become, matters affected by the ti'eaty, and so constitutionally came under the Federal Government, and all measures were passed by both houses easily.
