Mr Hirota caustically replied to tlie British Note regarding the Manchukuo petroleum control iaw. The Note accused Manchukuo of a breach of the “open door” policy and Japan of a breach of treaty' obligations and warned Japan she would be responsible for any r British losses. Mr Hirota’s reply stated that Japan is not connected with this law, which is a Manchukuo domestic affair, and Japan is not in the position to intrude.
“Britain utterly disregards Manchukuo’.s independence, which is the immutable policy of the Japanese Government,” he says. “Britain is inconsistent in citing part of Manchukuo’s declaration announcing an “open door,” while ignoring the part announcing independence. Japan does not consider there is any' question of treaty violation by either Japan or Manchukuo, the latter exercising the right of an independent nation to control industries essential to national existence.
The Note denies that tlie hew Manchukuo oil company enjoys a monopoly and reiterates a readiness to mediate for an amicable settlement.
