Withdrawal Now Effective After Two Years’ Delay POSITION OF MANDATES (United Press Association—By Electric Telegraph Copyright). GENEVA, March 26. Japan’s withdrawal from the League of Nations becomes effective to-morrow after the statutory delay of two years. The question arises whether Japan as a non-member can continue to administer the mandates in the Pacific. It is understood the consensus of opinion is in favour of the view that membership of the League is’ not the sine qua non for the holding, of a mandate. The Council is unlikely to make a formal decision while Japan conforms to' her obligations in the matter —for example, by refraining from fortification of the mandated territories.
