President Roosevelt in a special message to Congress to-day! proposed the termination of the present oceau mail contracts and. the maintenance of an adequate merchant marine under direct Government subsidy. ; He also proposed the transfer of quasi-judicial and quasi-legislative duties of the Shipping Board to the Inter-State Commerce Commission.
He stated that lending money for ship building had in practice been a failure. The Government to-day was paying annually 30,000,090 dollars for the carriage of mails which should cost 3,000,000 dollars.
