President Roosevelt in a special message to Congress to-day! proposed the termination of the present oceau mail contracts and. the maintenance of an adequate merchant marine under direct Government subsidy. ; He also proposed the transfer of quasi-judicial and quasi-legislative duties of the Shipping Board to the Inter-State Commerce Commission.

He stated that lending money for ship building had in practice been a failure. The Government to-day was paying annually 30,000,090 dollars for the carriage of mails which should cost 3,000,000 dollars. The proposed subsidy should cover the difference between American and foreign shipping costs,, both in builds ing and operating,, and: subsides granted by other Governments.
