THREAT TO AMERICANS REBELS SEEK INTERVENTION. fortress"FLAG LOWERED. SHELLFIRE FROM GUNBOAT. (United Association —By tip.ctric Telegraph Copyright.) Received 3 p.m. to-day. HAVANA, Nov. 9. The Allures roriress, held by 20CO rebel troops, to-day lowered the Cuban flag, replacing it with an emblem of the Red Cross flag as a gunboat opened fire on it. The leader of the A.B.C. also broadcast a warning that it intends to sack American property and provoke United States intervention if the two-day battle for control of the government is not decided immediately. At the same time it has warned the public to stay off the streets, as it is intended to fly aeroplanes over the city to bomb the palace of the president. It is also stated that all vehicles found on the streets will be dynamited. An hour’s truce was declared at noon when the Uruguayan Minister, Senor Medina, was sent to the fort to mediate. The negotiations, however, ap-1 parently failed.
Government artillery opened a heavy bombardment of the fortress, wherein the rebels had smuggled arms and ammunition. Throughout the night minor revolts broke out at several points in Santa Clara and the provinces Troops were sent to quell these. A Washington message says the Cuban revolutionary threats to sack American property" have brought appeals for protection to the State Department from United States interests in Havana. The department maintains silence and is giving receipt only to official advices
