Copyright.) TOKIO, Nov. 3. The Japanese Governor of Pacific Mandates announces the decision to build an aerodrome on Saipan Island, in the Marianne. Group, to study weather, aid fisheries and improve communications. INTEREST OF AMERICA. WASHINGTON, Nov. 4. Reports from Tokio that the Japanese plan to establish an air field on one of the Pacific Islands mandated bv the League to study atmospheric conditions have aroused considerable interest in naval circles, as aviation facilities there will be of military value as a base for scouting operations over Phillipine waters.
