DISARMAMENT CONSULTATION MORE REASONABLE SPIRIT. TWO MAIN DIFFICULTIES BREACHES AND GERMAN AIM (British Oflicial Wireless.) RUGBY, Sept. 26. At Geneva yesterday Sir John Simon was in consultation on disarmament with the Italian, German and United States delegates. An optimistic tone, which prevailed a.s to the outcome or these exchanges of views, .was based mainly on,the fact that the desiie nas prevalent on all sides to smooth out the differences and thus prepare the way for the resumption of the confluence when the consideration of the draft convention will be resumed. “The Times” .says: “Negotiation in Geneva lias been facilitated by trie more reasonable spirit now characterising the German outlook, aided by an enormous improvement in FrancoItalian relations. From the materia I aspect of the problem two main difficulties remain) to be overcome, one being the question of sanctions in the case of an infringement under the system of control of armaments and the other being the - German demand for types of armaments during the period of probation.”
AMERICAN NAVAL PLANS
BUILDING TO CONTINUE (United Press Association —By Electric Telcgrapn Copyright.) WASHINGTON, Sept. 26. The United States Government liasinformed the British Government that America, cannot postpone any part of the naval building programme now under way, as was suggested last week in London. . The British Government is reported as feeling that the carrying out of the 238-million dollars construction programme would have a bad effect on the moves to limit armaments. The source through which the United States position was made known in the reply was not revealed at the State Department,
