NEW GOVERNMENT OPPOSED. COMMERCE AT STANDSTILL. (United Press Association —By Electric Telegraph ecpyrighi.) SANTIAGO (.Cuba), Sept. 10. A grave situation existed here tonight “as a result of the continued refusal of supporters of the former President to accept the new Government. Army officers refused to return to their posts of duty. Commerce is at a standstill.
