RESTRICTION ON FOREIGN.

Ir is intimated that the German shipping order discriminating against foreign lines may be modified. It is explained that its object is not to prejudice foreign lines but to ensure compliance with the German exchange regulations. In the meantime the report in reference to goods in foreign ships —the ban on the export of German goods except in German ships—has been senii-officially denied.
