HERR HITLER POWERLESS
UNABLE TO FORM CABINET TERMS DEEMED IMPOSSIBLE REPLY TO THE PRESIDENT. USELESS TO SEEK TRUCE. (United Press Association—By Electric Telegrapt Oopy right.) Received 2.50 p.m to-day. BERLIN, Nov. 22. It is understood that Herr Hitler, the Nazi Leader, is informing President von Hmdenburg to-morrow that it is impossible to form a Cabinet under the President’s conditions and con•sequently it will bo useless to negotiate with the other Party leaders. Herr Hitler and the Nazi loader.-' discussed the President's reply which was friendly but insisted that the Cabinet must be on a parliamentary basis. The reply forces Herr Hitler to attempt a coalition or to acknowledge failure. .. Indications at present suggest that Herr Hitler is unlikely to obtain sufficient support from other parties although be lias not yet the leaders.
