WASHINGTON, Nov. 22. President Hoover talked over the war debts question with the Presidentelect, Mr. F. D. Roosevelt, at V bite House to-dav. but found that Mr. Roosevelt was still of the opinion that the immediate question of the December 15 payments was a problem for the present Administration. It was learned from associates ol Mr. Roosevelt that he still felt that the decisions to be made now are the decisions of Mr. Hoover. Mr. Roosevelt indicated during the campaign that he wanted to remain free to deal with the whole question of the foreign situation as one piece. He will hold a conference late to-night with the Speaker, Mr. Garner, and the Democratic loaders in the Senate and the House of Representatives.
