KING’S SPEECH TO HOUSE
ADDRESS AT PROROGATION EMPIRE TIES STRENGTHENED FEATURES' DURING SESSION. IRISH CRISIS REGRETTED. (United Presa Association—By Electric Telegraph Copyright.) LONDON, Nov. 17. The King’s speech at the prorogation of Parliament expresses deep gratification at the successful conclus ion of the Ottawa Conference. “I trust it will add .strength to the ties between my peoples and stimulate Imperial trade,” the King says Reference is made to an act of great consttiutional significance —the Statute of Westminster, which makes clear the powers of the Dominion Parliaments and thereby implements the resolutions of the Imperial Conferences of 1926 and- 1928. .setting out the relationships of the United Kingdom and the Dominions. Gratification is expressed at the fact that co-operation is .so readily forthcoming from the Dominions, and foreign Governments regarding the scheme for voluntary regulation of imports of meat to Britain. Regret is expressed tlia.t certain questions which have arisen between the'United Kingdom and the Irish Free State have not yet. despite the efforts made, been found capable or adiustment. Reference is made to the many difficult questions involved' in the revision of the Indian constitution and to the removal of a serions barrier to progress by the Government declaration regarding communal representations.
