As a refusal of postponement lias been virtually agreed upon the Democratic leaders have indicated that) l . 1 Roosevelt will advance a programme proposing an international conference ■on all questions of economic import. It is thought possi.oie the agenda ot the World Itoouoinic Conference could be extended to include debts but it will be hardly possible to discuss tariff revision, which Mr Roosevelt believes would make payments possible The apparent rejection of the postponement notes affected adversely the .sterling market at New York, the pound being down 2 7-8 cents to within 1-8 cent of the year’s lowest level. For Wednesday Mr Hoover has called parley of three ranking Repub]icans and Democratic members of the Senate Finance Committee and House of Representatives Ways and Means Committee to discuss the question ot •foreign debts. The French, and Belgian Ambassadors to-clav conferred with the Secretary of State (Mr H. L. Stimson) and later intimated that they had not received an answer to their requests for a moratorium extension and review of the debt field.
