VEAR’S LOWEST LEVEL DEBT PAYMENT APPREHENSION EXCHANGE FUND DEPLETION (United Press Association —By Electric Telegraph Copyright.) Received 10.40 p.m to-day. TENDON, Nov. 13. The sterling at 3.271 dollars to the pound, has receded to the' lowest point of the year. This is due to fears that the payment of the war debt to America in December would deplete the exchange equalisation fund rendino- the authorities unable to support the pound which woufd fall to a lower level. t
