OTTAWA, Oct. 17. “The Government, will endeavour to introduce a measure which will give effect to every recommendation in the report of the Royal Commission on transportation,” said the Prime Minister (Mr R. B. Bennett) in the House of 'Commons to-night. The commission recommends the imposition of a statutory duty upon the board of directors of the Canadian Pacific Railway, also upon trustees of the Canadian National Railways, that, they adopt as soon as practicable such co-operative measures, plans and arrangements as shall be consistent with the proper handling of traffic and best, adapted, to the removal of unnecessary or wasteful services or practices.

It is also recommended, that unwarranted duplication in services or facilities be eliminated. The joint operation of all such properties which may be conveniently and without undue detriment to either party be so operated is

urged. Lt is recommended that the board of trustees of the Canadian National Railways and an equal number of directors of the Canadian Pacific Railways meet at regular intervals for the purposes of discussing and agreeing upon co-operative measures for services. In the event of failure to agree, and for the purpose of settling disputes or details of any scheme, it is recommended that an arbitral tribunal be set up for each occasion, composed of the chief commissioner of the Railway Commission and one representative of each of the railways. After announcing the recommendations Mr Bennett said the Government would invite Parliament to pass legislation which would ensure the integrity of the Canadian Railways and its complete freedom from political interference and community pressure.
