LONDON, Sept. 6. “The Times” Vienna correspondent states the Dutch steamer Galilese on reaching Constanta on the Black Sea reported _ that outside the port a. mysterious armed vessel overtook her. Masked pirates speaking Russian boarded the steamer and took possession of her. Th©v gagged and bound the crew and transhipped the whole cargo to their own vessel. They then departed. The crew, .struggling from their bonds, opened fire on the disappearing pirates without effect.
