JAPANESE PLANS FEARED OCCUPATION OF MANCHURIA POSSIBLE SEIZURE OF PORTS. GUERILLA WARFARE CONTINUES (United Press Association —By Electric Telegrapn Copyright.) SHANGHAI, Sept. 1. ' Grave fears and anxiety are entertained by the Chinese community at Shanghai and at Nanking as a result of the publication at Nanking of a semi-official report, based allegedly < n military intelligence, concerning a scheme of Japanese militarists to bring t-o a climax events set in motion for Japanese occupation of Manchuria. 'The scheme embraces temporary seizure of the ports of Tsingtao, Shanghai, Watow and Amoy with the object of isolating Chinese troops tp prevent their despatch to Manchuria, also to prevent the entry of arms and ammunition. In the meantime the Japanese forces in Manchukuo will commence a movement for the seizure of Jehol. Large numbers of Japanese warships are reported to be passing between Tsingtao and Chefoo. Mukden reports state that bandits who were repulsed on Monday -renewed their, attacks last night in greatly increased numbers. They are, evidently well armed. The severest /fighting is continuing, the .attackers numbering over 5000.

The Mayor of Shanghai, Mr. Wu Tehchen, in response to the Japanese navy commander’s protest yesterday proclaimed his intention to suppress all anti-Japanese lawlessness and curb rumour-mongers to the fullest extent. He urges the Chinese community to remain calm. Nevertheless an exodus of Chinese from Chapei and surrounding districts into foreign areas of Shanghai continues for some unaccountable cause, but largely attributable to the movements of Japanese patrols of armoured cars nightly in the vicinity of the old battleground. .The National Government has issued drders to all provincial authorities to strictly observe September 18 as a national humiliation day. It is the anniversary of the Japanese occupation of Mukden.

A Tokio report states that Mr. Akira Ariyoshi has left the capital to assume the post of Minister m China, succeeding Mr. Shigemitsu.
