Received 9.50 a.m., to-day. SHANGHAI, May 9. Conditions in Manchuria are going from bad to worse. The Japanese are engaged in endless guerilla wartare and occasional major engagements ao-amst the Manchukuo Forces which are instituting a region -of terror m many parts, burning villages, destioying railway tracks and stations ana terrorising the countryside. The Japanese to-day ordered a general attack on a Chinese brigade and occupied the walled city of hancheng. This followed the Chinese burning oi Tungho City compelling the Japanese oarrison to take refuge m transports on the river to escape the hre. , Meanwhile the League of Nations Commission is unable to make much headway in the investigation oT the Manchurian situation owing to fighting in the majority of districts.
