UNION CONGRESS REPORT ATTITUDE MAY BE FAVOURABLE POSSIBLE CLEAVAGE OF OPINION (United I'ress Association —By Electric Telegraph Copyright.) LONDON, Sept. 1. The economic committee of the Trade Union Congress has completed a special report on the existing political crisis for presentation to the Congress at Bristol on September 7. It is understood. it favours a revenue tarin. It is likely the general council will adopt the report, which will thus go to the Congress with a definite recommendation in favour of a tariff. The best informed observers among Mr A. Henderson’s following foresee an inevitable cleavage of opinion on the fiscal issue and a bitter internecine controversy in that connection. A “Sun-Herald” political writer says Mr Mao Donald told him his son Malcolm and cither young Labour members that the whole party was against them and that they had better go with it in their own interests. Mr Malcolm MacDonald disobeyed, preferring to remain with his father, It is understood lie will probably be appointed Ulnler-Secretary for the Dominions.
