A situation, which is officially admitted as being serious has arisen in connection with the Anglo-Franco-Italian naval discussion.

Tlhe deadlock is the outcome of France’s desire to alter the basis of the agreement already signed to enable her to secure an increased replacement tonnage. Xf France maintains this attitude the disarmament question would be threatened with a. breakdown necessitating Britain invoking Clause 12 of the London Treaty, by which the Dominions and other Bowers will be drawn in. Moreover, the 1932 world disarmament conference would be jeopardised 1 .
