The shipowners ask what hope can there be for peaoe and continuity of work on the waterfront when volunteer labour is forbidden by Government, . regulation and efficient volunteer labour, which afforded the industry peace for two and a-kalf years, is replaced by those hitherto guilty of- turmoil*, strife and great losses to the primary j producers.
