Feb. 20, The oversea and inter-State shipowners has issued a statement con-■ do inning toe arbitrary enforcement by' Government regulation of preference or employment for members of the Water--side Workers’ Federation,, which toe High Court recently held to be valid. 'The statement appeals to the. Senate, to act swiftly and disallow it; other- - wise there will recur cumulative holdups and- disastrous strikes of toe character which paralysed shipping in 1928. The shipowners ask what hope can there be for peaoe and continuity of work on the waterfront when volunteer labour is forbidden by Government, . regulation and efficient volunteer labour, which afforded the industry peace for two and a-kalf years, is replaced by those hitherto guilty of- turmoil*, strife and great losses to the primary j producers.
