Six committed during the first nine months of the year are unsolved and nine last year are marked as undiscovered. Scotland Yard, the roost highly organised police department in the world, is passing through the blackest period since the days of Jack the Ripper. The chief cause is generally ascribed' to the restrictions on detectives by the report of the Rioyal Commission •cut Police powers and proceedings. It is pointed out that Scotland Yard representatives have grown over-cau-tious as a result, of the, commission’s report.
