DELHI, Oct. 28

There "was another clash between Bombav Congressmen and the police, which ‘ended in 235 being injured. Forty-two men and 35 women were arrested. Ln defiance of police orders a big crowd of Congress folk, headed by Mrs Avantikabai Gokliale, president of the ‘ ‘ war council, ’ ’ proceeded with the Congress flag to a salutation ceremony on tho Esplanade at Maidan. Police charged the crowd with bludgeons. Though many ran 235 were injured. For violation of an order forbidding him to speak at Jallianwalabagh Gupta, a former Calcutta Mayor and at present president of the “All India’” Congress, has been arrested.

The Government of India’s review of the situation up to October 24 states that provincial reports for the first half of October show that the previously noted improvement in the situation was maintained.

The position regarding the boycott of foreign cloth is still unstable. Most of the provinces report that foreign cloth is being sold openly in many places, but it is not clear whether the sales are of existing or new stocks. In the main distributing centres there has not yet been widespread and open defiance of the -Congress, although there is reason to believe that in some of them secret sales are being carried on. The piece-goods merchants of Bombay have, however, rescinded a resolution passed earlier in the month to re-open sales.

The picketing of educational institutions has been definitely dropped from the civil aisoDedience programme in view of the small success attained and the large measure of resentment caused. In the central provinces the economic conditions in the rural areas continue to be a source of anxiety owing to the general fall in the value of practically every kind of agricultural produce. On the other hand, the economic situation in Bombay city has improved and tnere lias been a substantial reduction in the number of unemployed mill labourers.
