ORGY OF RIOTING

RIO DE JANEIRO IN UPROAR ATTACK UPON NEWSPAPERS. SUBMISSION OF PRESIDENT. l Un Ite-rt Prr«« s«BOCu.tlon —By Bwcfcrlo Te)e«rupn Copyright.) RIO DE JANEIRO, Oct. 24. The revolutionary loaders assert that violence will soon be quietened, but so far Rio de Janeiro has been the scene of tremendous uproar, looting, burning and howling mobs Idling the streets in a general free-for-all tumult. The newspaper offices were the scenes of the greatest disorder, those alleged to be supporting the deposed Government being attacked. Six of these were destroyed with millions of dollars in losses of fine machinery and equipment. The 23-storey building of A Noitc, the highest structure in South America, was the scene of mild violence. Crowds wrecked the offices and the director, Geraldo Rucha, and the manager, Maia, were beaten. The furniture was thrown in the street and set afire. Huge fires were set at each corner of the building, while the faucets wore opened on every floor, the occupants being obliged to vacate the premises. The main revolutionary leaders, Generals Tasso, Barrato and others, are expected to arrive in the city piomentarily to assume control, but despite the success of the revolt the country remains in great confusion. President Luis to-night submitted to the military junta and left the Guanabara Palace under a heavily armed escort for Fort Copaeabana. A later message states that Vice-President Vianna and all other members of the Luis Cabinet have been arrested. Several deputies also are held. 1 A Buenos Aires message stays the insurgent loaders are proceeding immediately to Rio de Janeiro to discuss the termination of the civil war and the formation of a new government with the military junta. A Sao Paulo message states that fighting between the Federals and the insurgents on the frontier of Sao Paulo and Parana States was halted by the overthro-w of President Luis and the announcement of peace overtures from the new military junta in the Federal capitla. While the Government is actually in the hands of Dc Castro Baratto at. Rio de Janeiro, the main element of the revolutionary forces under General Vargas is advancing on the State of Sao Paulo from Rio Grande de Sul. It is believed these ’ will march through the State to the city of Sao Paulo and advance to Rio, thus consolidating the revolt.

As usual a multitude of conflicting reports has been issued from various sources, but the populace is not interested in the technicalities of situation and continues to engage in boisterous and eolourful celebrations of the relapse of authority. An aspect of uncertainty has entered into the control of the government through various factions having arisen within the revolutionary forces. The President-elect, Senor Prostes, is reported to have the support of the Sao Paulo Federal troops, which are still in the field and unvanquished, while Generals Varoas and Tasoras, commanding the revolutionary troops, are believed not to be in complete agreement with the junta and arc now in control of the 'capital. These various leaders are expected to make claims for the presidency for themselves.

Anarchists looted and burned much property in Sao Paulo city. Three persons were killed and 20 wounded.

The damage exceeds 1,000,000 dollars in Rio de Janeiro. The streets are still smouldering with the debris of wrecked political clubs and newspaper plants.

U.S. EMBARRASSMENT. SUPPORT OF DEPOSED GOVERNMENT. WASHINGTON, Oct. 24. Reports from Mr Morgan, the American Ambassador to Brazil, indicate that ex-President Washington Luis, although imprisoned in the presidential palace, is stubbornly refusing to sign his resignation, despite the fact that his foreign office has admitted the end of the administration.

Rcbels seized the city of Sao Paulo and control the whole country, which is quiet, save for a continued carnivallike celebration.

The American State Department has little informatino, and, stunned by the sudden crisis, finds itself in an admittedly embarrassing situation, due to its support of the deposed Government. It is not known what attitude it can take toward the revolutionary Government.

The Secretary of State. Mr Stimson has refused to comment.
