Tiie treaty of commerce and navigation between the United Kingdom and Rumania, which was .signed at the Foreign Office in London this afternoon, will not tome formally into force until 1 ratifications have been exchanged, but letters were exchanged on its signature between Mr William Graham (President of the 'Board of Trade) and: M. Ti.lea, heatt of the Rumania,n delegation. in which it was agreed to bring the treaty provisionally into force to-morrow, ■pending the exchange of ratifications, which will take some time to complete l . Otherwise British, goods would have become liable to the duties of the Rnman-t inn general tariff on September 1. By this treaty each party award's to ships and subjects of the other mostfavoured nation treatment in all matters! reflating to commerce, navigation and industry the carrying on of business and the exercise of professions or occupations. 1 Other 'provisions of the treaty, which designed to prepare the way in all respects for closer commercial relations between the two countries', include one authorising the appointment of courses. There are also articles for the, protection of rights in inventions, trademarks and designs and for the prevention of false trade marks and descriptions.
