FISHING RIGHTS
BRITISH BOATS OFF RUSSIAN 1 COAST'. TEMPOR ARY AGREEMENT. (By Telegraph—Press Association.) RUGBY, May 27. The Anglo-Russian temporary fktheries agreement which comes into fotree immediately, and is to serve as a modus vivendi pending the conclusion of a formal convention, permits Biritish fishing boats to fish at a distance of three to twelve geographical miles: from the low water mark along the north coast of Russia, and the islands dependent thereon, and permits them to navigate in all waters near these coasts.
As regards bays, the distance is measured from a line drawn, across; the bay in the part nearest the entrance to a point where the width does not exceed ten miles. In the White. Sea British, fishing boats may fish north of latitude' 68 degrees to north, outside three milles from land. The; wa,tons to which the agreement applies lie between meridian 32 and 48 east. Nothing in the agreement is to prejudice the views held by either Government as to the limits in international law of territory waters. There are two protocols, one providing that the shall not entitle British fishing boats to. navigate -in Russian inland or other waiters, which mrtt be closed to foreign vessels generally, and the other to the effect that the British Government adhere to its view as to the right of British fishing boats to fish in waters to' which the temporary agreement does not apply, and reserving the right to reopen the question of the limits specified therein when negotiations, for >ai formal convention take place, ■
