TRIBES GIVING TROUBLE. (United Press Association—By Electric Telegraph , Copyright.) ■ DELHI, Feb. 12. With the coming winter in Afghanistan King Nadir ‘Khan’s troubles have begun. Fierce fighting has occurredbetween 1000 Shinwari tribesmen and the Afghanistan Government troops at Torkham, a customs post on the IndoAfgh’an border. The incident arose through customs officials assaulting a party of Shinwar who refused to pay the tolls. The latter gathered a force and attacked and captured the post. There were many casualties oil both sides. The Government troops, armed with machine guns, unsuccessfully attempted to recapture the post. Snow impedes the movement of troops. Mahmoud tribesmen are also reported to lie gathering to attack Jalalabad.
