SANCTIONS QUESTION

The Big Six satisfactorily disposed of the sanctions question by the issue of a declaration signed by representatives of .Belgium, Britain, France, Italy and Japan which will be annexed to the conl'erennce’s final protocol. The declaration says that the plan includes procedure to overcome diiferences of opinion and difficulties in operation, but if Germany violates her pledges and adopts action destroying the plan creditor Governments would appeal to the Permanent Court of International Justice. , If the Court decides that Germany is trying to destroy the plan the creditors will resume full liberty of action. It adds that the creditors- are convinced that such a hypothetical situation will not arise and feel assured that Germany shares the but they are bound in Loyalty to their respective countries to make a declaration.
