Franco. always a. country of “paperasiscrie” and officialdom, is on the eve of being swept by a new wave of forms and certificates to- be filled up and of functionaries to cope with them. The reason is the National Insurance Act, which is due to- come into operation next month, and against which 17.500 doctors have protested' to the extent of refusing to co-operate in its execution. The scheme- is contributory on the part of both employers and employed. Six million declarations by employers and 7.000,000 from employees, making 13,000.000 in all. will first of all ha-ve to be received by the department-. Then 10.000.000 cards will have to he prepared for retention by the Government and another 10.000,000 will have to bo made up and sent out to the insured. Frenchmen are asking how the postal service is going to deal with this more or less simultaneous flood 1 of missives in February, all of which are to be sent registered.
