TO CONNECT EUROPE AND AFRICA. (United Press Association,—By Electric Telegraph Convrient.) Received 2.45 p.m. to-day. GIBRALTAR, Dee. 2S. Colonel Jevenois, author of -the tunnel scheme connecting Europe and Africa, arrived at Tarifa, accompanied by engineers, and passed the plans for the work, which is beginning in January at Alcazair-Segiur, in Spanish Morocco, opposite Tarifa. The Spanish Government has approved of grants to defray the cost of soundings.
