Invited by the Mandates Commission to supplement the Western Samoa report, Sir James Parr declared that the political situation had improved, though it could not be considered satisfactory. f The new administration had made an effort to establish relations with the chiefs without appreciable result, and the passive resistance continued. The administration was very patient, and would continue to examine tlio natives’ grievances, but it would _ strictly enforce order. The economic situation had considerably improved.
