A Tim am telegram st ates that on behalf of the 'South Island Federation of School Committees Associations, the president. Mr W. Gibb. has communicated with the Rev. Clyde Carr. a member of the select committee of the House which is to inquire into various educational matters, asking him to protest to the Minister against the gazettting of the new regulations governing the issue of proficiency certificates so late in the year, as it considered that great injustice will he done 'both to teachers and scholars. The federation suggests the enforcemen of the regulations should he delayed until the examinations of 1930.
