The order of reference for the commission to inquire into the position of soldiers physically and economically ineaipaciitSited was approved by Cabinet to-day. The commission is to report by February 10. The inquiry :ix to relate to the conditions and ciircuiinistauces of -persons “being now residents of the Dominion,”' whether men or women who were engager 1 in military, naval or -air service in the late war, the South African campaign or tlio. Maori War, and who at the p-res-ent time are not in a position adequately t-o maintain themselves- and their dependents. The commission is -instructed to inquire into the -adequacy of the present! provisions for meeting the requirements oi perisons affected, and into the necessity or expediency of making further statutory provisions. The points of .inquiry fall under six heads, a® follows : - (1) The- present condition and circumstances of person® concerned ; their approximate number and nature of their disabilities. (2) The adequacy sources at presentavailable and tlie sufficiency of the methods employed for the alleviation of the- condition of such persons, whether by a. pension from the Crown, by allowances from fluids, created 0 r avail-1 able for l-lie purpose of the, existing statutory facilities for land settlement,) establishment- in business, financial as-; sisanee, special training and treatment and otherwise. J (3) Generally the means bv which the remaining capacity of such persons can best bo utilised so as to enable them in whole or in part to maintain! themselves and their dependents, and the advisability or otherwise of adopting «uy particular means which may be proposed to on* by you for that purpose. (4) In cases where no means are likely to enable such persons to he able by their own efforts either par- 1 * billy or wholly to maintain themselves 1 and their dependents, the best means . of affording assistance to them. 1 (5) The- classes of persons who should ' co-me within the scope of any of your recommendations and the principles 1 governing such classifications. 1 (6) The necessity for legislation to ( i enable all or any recommendations i taut- you may make to be carried into c effect. c The commission consists of Mr J. 1 S.
