PROPOSED DOMINION SCHEME. ADVERSE REPORT FROM DUNEDIN. (By Telegraph—Press Association.) DUNEDIN, Sept. 7. The financial committee of the Dunedin City Council reports adversely on the proposal forwarded by Wellington that the Municipal Association should provide insurance for boroughs and cities in its membership, one of the provisions being that in the case of excessive loss at any time each of the four centres should lend the association sums of £30,C00 in the ease of Auckland and Wellington, and £20,000 in the case of Christchurch and Dunedin.

The finance committee reports that as the council long ago provided its own guarantee fund, and has got over the initial years of the scheme, there does not appear to be .sufficient advantage to the council in joining the scheme. The advantages to other boroughs are fairly evident, for which reason the committee protests against being forced to make a loan for any extraordinary demand that may be imposed upon the fund, as contemplated by the Bill. In the opinion of the committee such a guarantee ought to be provided proportionately bv the several boroughs joining in the venture.
