SHANGHAI, Aug. 27. The Soviet reply to Chinese Notes' demanding ian explanation of the hostile action was that the action was taken in self-defence, but that the Soviet was willing to restrict the activity of troops on condition that China disarmed all White Russians in Chinese territory, and would prevent further incursions into Soviet territory. The Soviet would hold China - responsible for any outbreak -of war it China refused to consider the Soviet demands. The Chinese Minister considers that the Soviet reply is l unsatisfactory and has sent a sterner Note.
A Japanese report states that following the arrival of General Bluocher at Hurbarovsk, the Soviet is preparing for a big 'offensive, which is expected to commence early in September.
