It is reliably reported _ that the Chinese Minister at Berlin has "been notified by the Soviet Ambassador that the Soviet Government, whilst not welcoming an effort hv the signatory Powers to the Kellogg pact for mediation, nevertheless is ready to enter into direct negotiations with the Nationalists for an amicable settlement of tho situation. In the meantime the strained atmosphere at Manchuli is diminishing.
